Allow agencies to organize agency team members and risk profiles into Segments: geographical regions, branches, departments, etc. Includes the ability for Agent Admins to determine which Segments and Risk Profiles an Agent Member has access to.

End Customer: only show incomplete count in sidebar
Fixes an issue with the end customer view where the task list count displayed in the sidebar would show a total of all tasks, rather than just a count of incomplete tasks.
Unexpected call to action button displays in Download Signature File modal
When a user completes a signature file or packet and requests a download of the completed files, they see a modal that lists the available completed files to download. An unexpected call to action button would display that didn't actually do anything.
