User assigned to a form with upload question doesn't see upload questions
Fixes an issue where forms that contain upload questions don't display for users until all filters are cleared. This was especially prevalent for end customers, who only see questions assigned to them by default.
User doesn't see uploaded or removed files on a form until the page is refreshed
On forms that have upload questions, users wouldn't see uploaded or removed files until after the page was refreshed.
